The Council provides a forum for local representation, which empowers the local people to identify and represent local interests to central government and other organisations. It is also a legislative body and has power to make by-laws and regulations. The operations of the Local Authority are regulated by Central Government through the Ministry of Local Government who has power under the Local Government Act Cap 281 to confirm, amend or revoke by laws issued by the Council and to make regulations which Council should comply with.
Lumezi District has eleven (11) Councilors who are elected (Including the Council Chairperson). The wards are; Kazembe, Wachitangachi, Chamtowa, Kachama, Kamimba, Lumimba, Lukusuzi, Chibande, Kaikumbe, Kapangala and Diwa wards. The Local Authority as a government institution is responsible for urban and rural – development at district level inline with the decentralization policy. The institutional establishment of Lumezi Town Council comprise five (05) departments namely; Institutional Management, Human Resource and Administration, Planning, Engineering and Finance.
